Section 12 — military & foreign policy

Seven countries.
One authorisation vote — lost by one.

A head of state captured without congressional authorisation. Seven countries struck in a single year. A war-powers resolution that failed by a single vote. This is the category where the money trail and the constitution intersect.

The nuance this report insists on

Erosion, not collapse.

A widely circulated claim holds that the petrodollar system is collapsing. This site does not say that, because the best available expert source says the opposite. The Council on Foreign Relations' Brad Setser explicitly cautions against collapse framing.

What is documented is narrower and still significant: Treasury market stress and a measurable drift away from dollar-denominated oil settlement. That is erosion under strain. Using the stronger word would be more dramatic and less true, and this is exactly the kind of substitution that lets an entire document be dismissed.
