Section 02 — the sequence

Any single entry can be explained away. The order is harder to explain — the same structure recurs across eighteen months, in public records each time.

The through-line

One thing keeps working.

Across the whole sequence, exactly one accountability mechanism produced a hard result: a federal court. Not an inspector general — most were removed. Not the corruption prosecutors — that unit went from about 36 lawyers to 2. Not the Government Accountability Office — its 17-month review was stonewalled.

A judge got a result for a specific reason: she refused to accept assurances and asked for a sworn statement instead. The Justice Department declined to give one. That refusal is the single most revealing moment in the file.
